Proposal Outline Generator

Builds a kickoff-ready multi-volume annotated outline (AO) for a federal proposal from pasted Section L instructions, win themes, and page allocations. Produces three deliverables: (1) a hierarchical annotated outline with verbatim Section L references, M-factor links, REQ ID traces, page budgets, writer assignments, theme/discriminator/graphic placeholders, and content guidance bullets; (2) a writing assignment matrix with owners, backups, color-team reviewers, and Pink/Red/Gold due dates; (3) a page budget allocation table with a PASS/FAIL reconciliation gate. Consumes the Tool #36 compliance matrix when provided so REQ IDs auto-flow.
