Builds an LH or T&M Independent Government Cost Estimate per FAR 16.601 and 16.602: a five-deliverable bundle covering a labor-hour worksheet with atomic loaded rates, a not-to-exceed ceiling price per FAR 16.601(d)(1)(ii), a rate validation report, a Basis of Estimate narrative, and an MCP orchestration log. Use this skill when the user says T&M IGCE, LH IGCE, labor hour IGCE, time and materials IGCE, IGCE builder LH, IGCE builder T&M, or T&M pricing buildup. Designed for pricing managers and federal-contractor prosumers. Orchestrates GSA CALC as primary loaded-rate validation, BLS OEWS as a sanity floor, and GSA Per Diem (Tool #19) for travel. Treats the loaded rate as an atomic unit with no per-row wrap buildup. Materials reimbursed at cost per FAR 31.205-26; LH skips materials. Flags inter-org transfers per FAR 16.601(b)(4).
