Triggers on "subcontractor vetting", "sub vetting dossier", "vet a sub", "subcontractor risk check", "teaming partner vet", "subcontractor due diligence", "before NDA", or "FOCI check" requests. HARD FAIL gate on active SAM exclusions per FAR 9.405 — if excluded, output stops at Section 3 with a DO NOT PROCEED message. Otherwise produces profile, SAM registration, set-aside cert verification, size status, contract history, performance signals (CPARS proxies — CPARS is not public), financial signals, insurance / bonding, FOCI status, GREEN / YELLOW / RED risk summary, NDA / TA structure recommendation, due diligence steps, Gaps section, sources, and verbatim disclaimer.
